All leagues will abide by the 2007 Dizzy Dean rulebook with the following Paulding County exceptions:
2007 Paulding County Baseball Rules

All leagues will abide by the 2007 Dizzy Dean rulebook,
with the following Paulding County exceptions:
1)Leagues:
a.Each league will elect a President, Vice President and Secretary.
b.An Advisory Board Member will be assigned to each League, being responsible for overseeing administrative functions of the League.
2)Rainouts:Home team head coach is responsible for rescheduling rainouts and must contact the visiting coach within 72 hours.At that time, the home coach will offer two dates. The visiting coach will forfeit the game if they fail to choose between one of the two dates.At the time the home coach contacts the visiting coach, the visiting coach must decide on which game time to use.Failure to do so will result in the visiting team to forfeit the game.Any game that cannot be rescheduled in the 72 hours due to a bereavement issue by either team will be asked by the Advisory Board to reschedule game at the earliest convenience.Any disputes can be brought before the Advisory Board for resolution.The Advisory Board does not condone forfeitures.
3)Rosters:All leagues will certify rosters prior to the start of pre-season games, at a time and place set by the Baseball Advisory Board.Any advisory board member may certify any team roster. Any additions to rosters after the County Certification date must be brought to the Advisory Board for approval.
4)Registration:Each community will be required to hold registrations from 10:00 am until 2:00pm on the 2nd, 3rd and 4th Saturdays in January.
5)Chin Straps:Chin straps are mandatory for ages 3 ? 10.
6)Playoffs:Baseball Board will approve format.
7)Scorekeeper:The home team will be the official scorekeeper.
8)All Communities: Will play Dizzy Dean baseball during the regular and post season play.
9)Umpires:Each community will be responsible for providing umpires at their fields.At least one umpire calling a game must be Dizzy Dean certified.All umpires umpiring in county play must be county baseball certified.
10)Disciplinary Action: for coaches, players umpires, parents and board members;
a.Disciplinary action is to be sent back to the community.The community is to advise the Baseball Advisory Board of the actions taken. The Baseball Advisory Board reserves the right to reject and/or modify actions taken.
1. Any physical altercation involving Coaches, Players, Parents or Umpires will result in a 3-Year suspension and a 2-Year Probationminimum.
b.Any umpire wanting to take disciplinary action against any player, coach or parent must report, in writing, to the Advisory Board representative for the park at which they are umpiring at, within 72 hours.
c.If a team is found to have an ineligible or illegal player, the player will be removed from that team and either placed on the correct team or be dismissed from county recreational baseball.
d.Any coach or player ejected from a game is also ejected from their next game played.
11)Protest: Protests of games or appeals of warning and suspensions:All must be brought to the Advisory Board member for that community, in writing, accompanied by a $25.00 fee, within 72 hours of the incident.The member will then inform the Chairman whom, will then set a hearing date.All concerned parties will then be informed within 72 hours of the hearing.If the party protesting or appealing wins, the $25.00 fee will be returned.If they lose, the fee will go the opposing park.
12)Grace Period:15 minutes for the first game only and it counts to the time limit.
13)NO INNING WILL BE ALLOWED TO START AFTER 11 P.M.
14)Certification:Head coaches and all assistant Coaches must be NYSCA certified or will not be allowed to coach in county play.
15)Baseballs:For county play do not have to be stamped Dizzy Dean.
16)All Parks, present of future, in Paulding County Baseball will abide by these rules.Any Association, who would violate said rules, would forfeit all rights to play county baseball for a 3 year period (adopted October 7, 2002).
League Amendments to Dizzy Dean Rulebook
1)Tiny Tots:
?All players will play on defense
?All players will bat in each inning
?There will be only 2 innings of play or time limit which ever comes first.Bottom of the inning will be completed.
?All batters will hit off a tee.
?No catcher is needed.
?No score will be kept.
?There are no umpires
?Games will be cancelled if temperature is below 50 degrees.
?Base path will be 50?
?No R.I.F. balls will be used.
?Runners advance one base at a time.The bases are cleared by the last batter of the inning
?The batting order reverses each inning
2)T-Ball: 5-6 farm rules apply with these exceptions:
?Base paths will be 50?
?Tee can be used in county play, in any order
?There is to be no stealing
?There will be 10 players on defense with 4 outfielders
?Pitching ?mound? will be at 39 feet
?Once the defensive team has control of the ball inside the Pitching Circle, Time will be called; runners will be placed at the Umpires discretion.
?Hash marks will be place between 1 & 2 and 2 & 3 bases, at 25 feet.
3)Farm: 7-8
?No stealing.
?There will be 10 players on defense with 4 outfielders.
4)Minors to Freshman: 9-12
?There will be a maximum of seven (7) runs per team per inning.
5)ALL LEAGUES: WILL BAT THEIR LINE-UP AND HAVE FREE SUBSTITUTION IN THE FIELD.MINORS THRU SOPHOMORES, THE PITCHER MAY RETURN TO THE MOUND ONE TIME, NOT TO EXCEED PITCHING LIMITS
